Resiliency Hub Feasibility Program- Groundswell
Prime Partners Engineering supported Groundswell in evaluating potential Resiliency Hub sites across Maryland through comprehensive technical assessments and preliminary engineering. Services included site evaluations, solar and battery feasibility studies, utility and electrical infrastructure assessments, conceptual system design, and utility production analysis.
PPE developed Level 2 and Level 3 feasibility reports, including recommended system sizing, single-line diagrams, site plans, resiliency hub configurations, implementation timelines, and engineering recommendations to support grant funding and future project implementation.


International Airport Dulles (IAD) Solar Carport- Dominion Energy
Prime Partners Engineering supported Dominion Energy in developing the 30% design for a 2 MWac solar carport at Dulles Airport’s Green Lot as part of the broader 100 MW solar initiative with Metropolitan Washington Airports Authority (MWAA). The project includes two separately metered 1 MWac arrays to optimize interconnection and financial incentives.
PPE completed site and interconnection evaluations, developed the preliminary design package for the EPC bid process, and coordinated with Dominion Energy and MWAA to ensure a cost-effective, code-compliant design.
Coatesville Boiler Commissioning: Engineering Support, Field Oversight, Commissioning & QA/QC- Constellation Energy
Prime Partners Engineering provided commissioning support for Constellation Energy, including construction-phase verification and post-installation validation of complex mechanical and control systems. Our services included commissioning planning, functional performance testing, BAS/BMS validation, contractor coordination, and final commissioning documentation.
PPE successfully supported the commissioning of boiler equipment, pumps, piping, combustion air and venting systems, and integrated building controls, ensuring safe, reliable, and efficient system performance.


EV Charging Infrastructure Design- Constellation Energy
Prime Partners Engineering provided engineering and design services for the installation of dual-port EV charging stations at Constellation Energy’s Crane Generation Plant. The project included evaluation of existing electrical infrastructure, design of a dedicated EV distribution panel, and development of construction-ready engineering documents.
Services included field surveys, project scoping, design development, construction documentation, contractor bidding support, construction administration, and project closeout.
Howard University (HU) NEM Solar Project – Volt Energy
Prime Partners Engineering provided technical consulting and project management services for Volt Energy’s Howard University Phase II NEM Solar Project. The 1.7 MW solar installation serves seven campus buildings, including facilities connected to Howard University’s high-voltage loop and Pepco’s network system, advancing the university’s clean energy initiatives.
Prime led project planning, feasibility analysis, budgeting, utility coordination, technical reviews, and interconnection planning, working closely with Pepco to address system integration, protection requirements, and load balancing for successful project delivery.


3 MW (Combined) Rooftop Solar PV Interconnection Projects- Prospect Solar
Prime Partners Engineering provided comprehensive project management and utility interconnection services for seven rooftop solar PV projects across Washington, DC, and Maryland, totaling 3 MW, 20 interconnection points, and $6.6 million in construction value under Net Metering and Community Solar programs.
Our scope included feasibility assessments, pre-application coordination, utility interconnection applications, concept design reviews, cost analysis, telemetry and curtailment engineering, utility coordination, and management through Authorization to Operate (ATO). To date, six of the seven projects have successfully achieved ATO, demonstrating PPE’s ability to efficiently navigate complex utility interconnection requirements and keep DER projects moving forward.
Grosvenor Park III Condominium Electrification Feasibility Study- Montgomery County Green Bank
Prime Partners Engineering served as the Project Management Oversight Consultant for the Grosvenor Park III Condominium Electrification Feasibility Study, supporting the Montgomery County Green Bank’s efforts to advance building decarbonization.
PPE evaluated the property’s existing electrical infrastructure to determine its capacity for full building electrification, including the installation of 429 Level I and 5 Level II EV charging stations. Our scope included electrical capacity assessments, EV charging infrastructure planning, utility upgrade recommendations, and feasibility analyses for replacing gas-powered stoves, ovens, dryers, and heating systems with electric alternatives. The study provided a clear roadmap to support compliance with Montgomery County’s Building Energy Performance Standards (BEPS) while preparing the property for long-term sustainability.
