As an Owner’s Engineer, Prime Partners Engineering provides independent technical expertise and constructability recommendations to help owners successfully deliver complex infrastructure projects. PPE serves as the owner’s technical representative, providing multidisciplinary engineering oversight, design validation, constructability evaluations, technical specification reviews, risk mitigation, contractor coordination, construction quality assurance, commissioning support, and technical acceptance throughout project execution. Our team ensures projects are technically sound, cost-effective, and aligned with operational goals.

Finksburg Tap to Westminster 115 kV Underground Transmission Line- Baltimore Gas & Electric

Prime Partners Engineering is serving as Owner’s Engineer for Baltimore Gas & Electric’s Finksburg Tap to Westminster 115 kV Underground Transmission Line Project, providing engineering, project management, and technical consulting throughout the project lifecycle. To date, PPE has completed engineering design reviews, constructability reviews, and site assessments to support project planning and execution. As the project progresses, PPE will continue to provide technical oversight, outage planning, permitting support, bid evaluations, stakeholder coordination, and document control to help ensure the successful delivery of this critical underground transmission project.

East Towson Substation Expansion & Transmission Network Program (ESTEP Bundle #4)- Baltimore Gas & Electric

Prime Partners Engineering is serving as Owner’s Engineer and Substation Consultant for Baltimore Gas & Electric’s ESTEP Bundle #4 Program, supporting the expansion and modernization of the East Towson Substation and associated transmission network. PPE has completed feasibility reviews to support project planning and decision-making. As the project advances, PPE will provide engineering oversight, constructability reviews, system impact evaluations, protection and control coordination, and outage planning support to help ensure the successful execution of the program.

Overexcitation Trip Support– City Public Service (CPS) Energy 

Prime Partners Engineering (PPE) provided power system protection engineering support to CPS Energy following an unexpected generator trip caused by an overexcitation (volts/hertz) protection operation. PPE performed a comprehensive analysis of relay event data, protection settings, and system conditions to determine the root cause of the event and evaluate the performance of the generator protection scheme.
Based on its findings, PPE developed recommendations to improve system reliability, including relay setting modifications, protection coordination enhancements, and implementation guidance. Working closely with CPS Energy’s engineering and operations teams, PPE helped strengthen generator protection performance and reduce the risk of similar events in the future.
