Facility Enhancement Program (FEP) PMOC Support- Pepco Holdings
Prime Partners Engineering (PPE) serves as the Preferred Vendor/Project Manager of Choice (PMOC) for Pepco’s multi‑year Facilities Enhancement Program (FEP), a large‑scale capital program designed to modernize and secure Pepco substations across the region. The program includes the planning, design, and construction of major security upgrades—new perimeter fencing, camera systems, access control devices, thermal sensors, and related infrastructure improvements across multiple sites.
Under this engagement, PPE provides full lifecycle program management, overseeing planning, scheduling, budgeting, design review, construction coordination, vendor oversight, risk mitigation, reporting, and operations‑readiness activities. PPE also leads all governance and communication functions, ensuring alignment between PHI engineering, security, operations, construction vendors, and external technical partners.
Purple Line Program- Exelon Holdings
Prime Partners Engineering (PPE) uses Asset Suite 8 (AS8) to manage engineering, materials, and work management activities for the Purple Line Program. AS8 supports design engineering, work order tracking, material procurement, invoicing, condition reporting, engineering changes, and payment verification.
PPE manages Work Orders, Work Order Tasks, and Material Requisitions to ensure projects are accurately scoped, properly charged, and construction-ready. The team validates material allocations, tracks cable installations, coordinates outage-related work, and resolves field discrepancies by updating design records to reflect existing conditions.
PPE also serves as a key coordination partner for Pepco, working closely with the Maryland Transit Administration (MTA), Purple Line Transit Partners, Maryland Transit Solutions, Purple Line Transit Operators, and numerous state, county, and local agencies to successfully deliver project objectives.


District Department of Transportation Bus Shelter Program – Clear Channel
Prime Partners Engineering is responsible for providing electric interconnection project management and engineering design services for the District Department of Transportation Bus Shelter Replacement program . The program consists of replacing more than 400 bus shelters in the District of Columbia with new modern shelters to enhance safety and convenience of bus transportation. The Prime project team manages all aspects of the project planning and design phase of the program. This consisted of facilitating stakeholder meetings, providing bi-weekly reports, removing project roadblocks, and maintaining project documentation. Along with project management, Prime provides field feasibility analysis, structural facility designs, traffic control plans, and permit management. The program team has completed thirty-three (48) of the bus shelter locations thus far.
Distribution Engineering Third Party Attachment Program- Pepco Holdings
Prime Partners Engineering (PPE) is responsible for providing end to end project management service to Pepco’s Distribtuion Engineering team on the third party attachement program. They are responsible for managing the third party attachement applications for Crown Castle, AT&T, T-Mobile, Dish Wiresless, and RCN. PPE’s project team performed the following project tasks: project application intake, assignment to the Pepco Engineering Design Contractor of Choice, coordination with the customer, approval of the engineering design and cost estimate, invoice management, overall project tracking and reporting, facilitate weekly project update meetings, create billing agreement and request, create material requisitions permit and TPF oversight and release job to construction.

Solar Net Energy Metering Program (NEM)- Pepco Holdings
Prime Partners Engineering (PPE) provides end-to-end project management services for Pepco’s Solar Net Energy Metering (NEM) program, overseeing projects from design through construction and closeout. Since February 2022, PPE has successfully managed approximately 160 projects across Washington, DC, and Maryland, supporting the delivery of solar energy systems that allow customers to generate renewable power and receive credits for excess energy returned to the grid.
Our team manages project intake, design reviews, cost and billing documentation, stakeholder coordination, customer communications, construction release, scheduling, and overall project tracking. Leveraging expertise in electrical distribution systems and Pepco’s work management processes, PPE has streamlined project delivery by developing design templates and permitting tools that reduce revisions, improve efficiency, and help keep projects on schedule.
