Prime Partners Engineering serves as the Project Management Oversight Consultant (PMOC) for Pepco’s Substation Disconnect Program, a multi-year capital improvement initiative focused on modernizing and replacing disconnect switch assets across the transmission and distribution system.
PPE provides full lifecycle project management support, coordinating with engineering, construction, operations, supply chain, contract management, and Pepco stakeholders to advance projects from initiation through design, construction, commissioning, and closeout. Our oversight helps ensure safe execution, schedule alignment, and successful delivery of critical reliability improvements.
Substation Condition Improvement Project (SCIP), Substation Oversight- Pepco Holdings, Inc.
Prime Partners Engineering provides substation construction oversight and escort services for Pepco’s Substation SCIP Program, supporting the safe and efficient delivery of new substation infrastructure. PPE oversees construction activities, coordinates with project stakeholders and contractors, monitors schedule and progress, and supports compliance with safety, quality, and site requirements.
Our team provides on-site oversight and controlled escort services to ensure the safe movement of personnel and equipment within active construction areas while minimizing disruptions and maintaining secure operations. Through proactive coordination and field support, PPE helps deliver reliable substation facilities that meet Pepco’s operational and safety standards.


Pepco Substation Signage Project- Pepco Holdings, Inc.
Prime Partners Engineering provides oversight and installation services for Pepco’s Substation Signage Replacement Project, supporting improved equipment identification, safety, and operational consistency across 28 substation facilities.
PPE conducts field walk-downs, equipment assessments, and signage verification to identify replacement needs and ensure alignment between EMS data, substation one-line drawings, and field conditions. Our team evaluates safety requirements, coordinates signage corrections, procures approved materials, and performs installation of updated signage, key tags, and key boxes in accordance with Pepco substation standards.
Through field execution, quality verification, and project coordination, PPE helps enhance substation safety, reliability, and operational efficiency.
2023 Contingent Substation Operations Support – Atlantic City Electric (ACE)
During the 2023 labor strike affecting Atlantic City Electric (ACE), Prime Partners Engineering (PPE) provided contingent substation operations support to help maintain the safe and reliable operation of the electric transmission system. PPE supplied qualified substation operators capable of performing critical switching, grounding, testing, troubleshooting, and emergency response activities at high-voltage substations.
Personnel supported planned and emergency switching operations on equipment up to 500 kV, responded to circuit trips, equipment failures, and system alarms, and performed restoration activities in accordance with established switching and tagging procedures. The team conducted high-voltage testing, verified equipment de-energization, performed phasing and continuity testing, and assisted with the inspection and maintenance of substation equipment, grounding systems, live-line tools, and safety devices.
Working in energized environments and under demanding field conditions, PPE personnel leveraged their expertise in substation operations, electrical theory, one-line diagrams, and utility operating procedures to support uninterrupted system reliability throughout the contingency period. Their ability to rapidly mobilize experienced resources provided Atlantic City Electric with the operational support needed to safely maintain critical transmission infrastructure during a time of elevated operational risk.
